The procedure of entry visas obtaining is established by the Order of the Government of the Russian Federation # 335 of June 9, 2003 “On approval of the regulations on the form of the Visa, the procedure and conditions of its issuance, extension, retrieval in case of loss, and cancellation”.

State agencies responsible for authorization, issuance, extension, retrieval or cancellation of visas include diplomatic missions or consulates of the Russian Federation; the Russian Foreign Ministry; the Russian Ministry of the Interior and its regional offices.

Visa fees and other duties stipulated by the legislation of the Russian Federation are required for obtaining, extension and retrieval of a visa.

The following documents should be submitted to the consular section:

- A valid passport (business or regular);

- A completed visa application form with one photo endorsed;

- A medical insurance card valid in the Russian Federation;

- A certificate of the absence of HIV in the person (when applying for a visa for stay exceeding three months).

To obtain a visa, a person should submit either a letter of invitation or a valid contract for tourist services and a tourist confirmation from a hosting Russian travel agency, and a voucher.

In order to visit Russia as a tourist, one may obtain a tourist visa. A tourist visa can be issued for not longer than one month and can be single or double entry.

Visa processing takes no longer than 20 business days upon the date of application.

A group tourist visa can be issued for not longer than one month to foreign citizens traveling to Russia in a tourist group (consisting of at least 5 and at most 50 people).

A tourist visa, including a group tourist visa, is issued on the base of a proper tourist services contract (voucher) and a standard tourist confirmation from a hosting Russian travel agency.

In order to visit Russia for business purposes, one needs to submit an official letter of invitation. Letters of invitation are issued by the Russian Ministry of the Interior on application from local government bodies; accredited legal persons including travel agencies; Russian citizens; and resident foreign nationals.

Simultaneously with the application for an invitation letter, the host should provide guarantees of material, medical and residential conditions ready for the foreign citizen for the period of his stay in Russia.
